A clause in the Occupational Safety and Health Act that requires employers to furnish to their
workers “employment and a place of employment which are free from recognized hazards that
are causing or likely to cause death or serious physical harm.” OSHA can use this clause to cite
an employer when conditions it believes to be unsafe do not violate specific OSHA regulations
