In 1990, EPA started requiring industrial facilities and municipalities to acquire permits for storm water discharge and municipal storm water systems. Paint and surface debris from a painting or paint removal activity which is not properly contained and collected, could be considered an unpermitted discharge. Such discharge may be limited by state or federal regulations, water quality standards, or other state or local ordinances.
